As a Senior High Voltage Estimator at Rosendin, you will be a strategic leader in our Renewables Pre-Construction team. You will be responsible for overseeing and managing the estimation process for complex and high-value energy projects that span the renewable energy and mission critical industries, ensuring accuracy, competitiveness, and profitability. These projects include substations, transmission lines, and medium voltage distribution networks.
Prepare estimate from quantity take-off, vendor and subcontractor RFP issuance, bid leveling, and complete estimate assembly.
Identify parts of project that may be key to making a competitive estimate.
Review proposal specifications, drawings, and attend pre-bid meetings to determine scope of work and required contents of estimate.
Identify project risks and collaborate with the overall project team to determine mitigation strategies.
Coordinate with civil, structural and electrical engineering teams during the proposal design and estimation process.
Evaluate areas for potential value engineering cost savings.
Evaluate designs and engineering to determine completeness and accuracy.
Develop and/ or guide teams to prepare preliminary designs sufficient for estimating.
Provide leadership to personnel preparing discipline sub estimates for assigned bids.
Provide guidance and mentorship for junior estimators.
Ensure all working documents and data are maintained to back-up estimate figures.
Coordinate with the data and training group to develop labor productivity and (installation unit costs where applicable) based on projected site conditions and historical data.
Prepare detailed listing of material and equipment items for the estimate and to obtain quotes.
Identify qualified suppliers/subcontractors and be responsible for soliciting quotes. Review quotes for completeness and conformance with plans and specs.
Responsible for the timely completion of all client-required documents.
Draft scope/proposal letters for bid and negotiated projects.
Prior to the issuing of the formal bid package, provide the Chief Estimator with a detailed review of scope, technical requirements, and pricing for the estimated bid package.
Participate in internal estimate reviews prior to submission to the client.
Participate in client calls for bid clarification and updates as required.
After the successful bid at project turnover, meet with the Project Management departments to fully explain job scope, potential areas of attention and other aspects for the successful transition of the project.
Maintain files of all working documents to back-up estimate figures and update the Rosendin approved estimating program.

The HV Engineering Manager is responsible for overseeing, managing, and mentoring junior staff in project Substation and Transmission Line Designs from a technical engineering perspective to ensure that the project complies with the project requirements and all engineering IEEE/ANSI standards, applicable codes, and the scope of work.
The Senior HV Engineering Manager should have knowledge of most aspects of MV/HV electrical engineering, while not conducting the work, the individual should be able to review and comment on any of the below with minimal support from other engineering staff:
HV Transmission and Substation Designs
Technical studies such as harmonics, transients, Ampacity, Short Circuit, Load Flow, Grounding, protection, and any other study to the HV and MV field.
Interconnection requirements and the application of those into the designs
The ability to assume responsibility, interface, and coordinate with others is required as portions of the engineering effort will be subcontracted out which is managed by the HV Engineering PM.
Select, scope, and oversee subcontractors assigned to your work or project. In this instance, the individual must be comfortable and capable of supervising a design group of 1-4 subcontractors for a single project.
Be able to completely review a contract for potential pitfalls or highlight obligations of REI to the client.
Assist REI Project Management in the selection of equipment and securing of long lead items.
Assist REI Project Management in incorporating obligations required under the utility agreements into the project design.
Assist REI Project Management in utility requirements surrounding obligations and assist in performance obligations leading up to Project COD
Assist or perform preliminary designs for prospective projects that REI is pursuing.
This would require being capable of developing an SLD and GA from scratch for estimating purposes.
Review, comment, and oversee an HV design performed by others as well as equipment procured by REI.
Knowledge of how to specify the relative BIL, voltage withstands, S/C electrical and mechanical ratings is required to perform the reviews.
Knowledge of AutoCAD and Excel is required, in order to communicate conceptual SLD, Layout, and transmission lines with little to no support.
Fast-paced work is a must to support estimating, contract closeout, or BD document generation normally required in a 2-4 days time frame.
Possess a concept of installed costs of typical substation and transmission components to conduct value engineering functions as it relates to construction and general knowledge of costs of equipment Back-check for quality assurance of the work of design packages assembled by subcontractors.
Work closely with the Rosendin Senior Managers to coordinate the design criteria with budgetary issues.
Assist the contract closeout team with the review and markup of the contractual documents and represent REI in a client-facing position of calls or in person.
Assist in Marketing of the firm.

A four-year degree from an accredited university or college in engineering or construction sciences with a minimum of 6-8 years experience in the construction of renewable HV Substation and Transmission projects.
The ability to assume responsibility, interface, and coordinate with others is essential, as is the ability to analyze and resolve complex engineering problems
Can be a combination of education, training, and relevant experience
Ability to work on multiple projects at any time. Designs can be 3-6 months in duration with multiple proceedings at the same time while supporting estimating with bid packages.
Fluency with remote productivity software such as but not limited to: Box, Cisco, GoTo Meeting.
Must have a working knowledge of AutoCAD
Familiarity with software like Cymcap, Easy Power and Etap will be preferred.
Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, etc.)
Ability to interact effectively and professionally with all levels of employees, both management and staff alike, vendors, clients, and others
Fluency with IEEE Standards, having been familiar with a good foundation but more so ability to research and learn new standards

Possess a concept of installed costs of typical substation and transmission components to conduct value engineering functions as it relates to construction and general knowledge of costs of equipment Back-check for quality assurance of the work of design packages assembled by subcontractors.

Advanced knowledge of the assigned discipline, construction technology, estimating techniques, and cost control
Interpret computerized cost data and electrical systems
Perform arithmetic calculations required for estimating
Read and interpret engineering design drawings, specifications, and front-end documents
Identify and meet customers' needs expectations and requirements
Solve practical problems and deal with a variety of specific variables in situations where only limited standardization exists
Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, etc.)
Prioritize and manage multiple tasks, changing priorities as necessary
Work under time pressure and adapt to changing requirements with a positive attitude
Oral and written communication skills as required for the position
Self-motivated and can work independently and as part of a team
Interact effectively and professionally with all levels of employees, both management and staff alike, vendors, clients, and others
Bachelor's degree in Construction Management, Engineering, or a related field

The Civil Engineer II is responsible for providing Civil Engineering technical guidance during the estimating, design and construction phases of utility-scale solar, substation, and BESS projects throughout the United States.
Provide early-stage Preconstruction civil design for estimating purposes through the preparation of buildable area plans, preliminary erosion control, grading plans and road design.
Prepare site constraints maps based on project entitlement and technical documents such as land surveys, hydrology/hydraulics reports, environmental constraints, geotechnical limitations, and client requests.
Prepare Schedule of Values to relay civil material types, quantities, and general earthwork scope to estimators for inclusion in cost proposals.
Participate in efforts with other engineers and construction stakeholders to optimize project layout for cost efficiency and simplicity of construction.
Work as part of an engineering and construction team requiring cross disciplinary communication and coordination.
Perform, conduct, or provide all civil engineering deliverables necessary for the project under the supervision of the responsible engineer in charge. This may include calculations, details, designs, memos, reports, site observation summaries, entitlement research, design specifications, drainage reports and SWPPP documentation among others.
Review project technical documents including geotechnical reports, environmental reports, ALTA and topo surveys, hydrology reports, etc. and document trouble areas for review by project stakeholders.
Assist in the preparation of civil construction drawings through 30%, 60%, 90%, IFR, IFC and as-built stages.
Perform construction administration activities including responding to comments and RFI's from Owners, 3rd party engineers, AHJ's and review of product submittals.
Participate in weekly project calls providing updates on relevant deliverable milestones.
Participate in weekly internal calls providing project status updates to senior engineers and Rosendin management.
Conduct site visits to perform observations of ongoing construction of PV, Substation and BESS systems for general conformance with construction documents.
Assist in department continuous improvement efforts to drive efficiency in design, process improvement and cost reduction.
Assist with mentored experience through providing guidance and reviewing work product of junior engineers.
Work with senior engineering mentors to hone engineering skills and develop a deeper knowledge base for continued professional growth.
